What does a fractional CTO or technical advisor do?

A fractional CTO gives a founder or a business the judgement of a senior technical lead, part of the time, without a full-time hire. CodaMinds scopes projects before anything is built, tells you when to buy instead of build, gives second opinions on quotes and systems, and leads the technical side for founders without a CTO.

Steven Lim started the studio in Kuala Lumpur in 2021 and has built apps and websites since 2016. He co-founded Ribbon and runs it today: a live product in Malaysia, Singapore, Taiwan and Thailand, with an app, a web app, real-time chat, payments and payouts. The advice on this page comes from building and running that, not from slides. The person you message is the person who gives the advice, in English, 中文 or Bahasa Melayu. We meet clients in person across the Klang Valley, and work with businesses further away over WhatsApp and a shared draft link.

When to bring in a technical advisor

Most people who ask us for advice are at one of a few points. A founder has an idea and a budget, but no one on the team can tell a good quote from a bad one. A business owner has three quotes for the same app and they look nothing alike. A system the team relies on is slow, fragile or held by a developer who stopped replying. An investor or a buyer wants to know what the software is really worth before signing.

In each case the question is the same: what should we do next, and what should we not do.

What the work includes

Discovery and scoping before anything is built

Every project starts with a free brief. You tell us what the business needs and where it hurts today. We reply with questions, then a written scope: who uses it, what each screen does, what it connects to, and what can wait for a later release. If you want us to build it, the scope comes with one fixed quote. If you want to take the scope to another team, it is yours to take.

Build or buy

Not everything should be built. A standard process that many businesses share, such as accounting, a simple booking calendar or an email list, is often best served by an off-the-shelf subscription. When that is the right answer, we say so, even though it means there is nothing for us to build. Custom work makes sense when your rules are your own, when the subscriptions do not fit, or when the software is the product you sell.

A second opinion, or due diligence before a deal

Send us a quote, a scope, an app or a system, and we read it plainly. For a quote: what is missing, what is padded and what to ask before signing. For a live system: how it is built, where it is fragile, who holds the domain, the hosting and the store accounts, and what it takes to keep it running. For an investor or a buyer, the same read becomes technical due diligence: a written view of what the software does, what it would cost to maintain, and the risks to know before the deal. It is a technical read, not a legal or financial audit.

Fractional technical leadership

For a founder without a CTO, we take the technical seat part of the time. That covers the architecture: how the product is put together so it can grow without a rewrite. It covers hiring help: writing the role, reviewing a candidate's work and sitting in the technical interview. It covers vendor reviews: checking what an outside team delivers against what they promised. And it covers release discipline: a checklist before each release, testing on real phones, a way to roll back, and knowing who holds the keys.

A digital roadmap for an SME

For a business that knows it needs to go digital but not where to start, we write a short roadmap in plain words. It says what to fix first and why: the website, bookings, payments or the data the team keeps in spreadsheets and chat groups. Each step on the roadmap stands on its own, so you can stop after any one of them and still have something that works.

Training and handover to your own team

When you hire your own developers, we hand the work over properly. We walk them through the code, the accounts and the release steps, write down what only we knew, and stay a message away while they take over. The aim is a team that no longer needs us.

What we have built

Ribbon. Steven co-founded Ribbon and we run it every day. It is a rent-a-local-friend app, web app and website in English and 中文, live in Malaysia, Singapore, Taiwan and Thailand. We built the mobile app, its web version, the back end with real-time chat and payments, host payouts, admin tools and the marketing site, and we ship its updates. Every piece of advice about scope, releases and running a live product comes from doing it there. Read the Ribbon case. Client builds. A restaurant site, shop and console for Dilly Deli, Guidepost, a comment-to-DM web app for creators, and a prediction-markets platform for a client under NDA, with live match feeds and an English and Korean interface. Each one started with a written scope and a fixed quote. Before the studio. From 2016 to 2021, Steven worked as a freelancer, an engineer at other companies and a founder of his own early ventures. The projects from those years are listed on the about page.

How we work

Brief. You tell us the decision you face, what you have today and what you have been quoted. The brief is free. We reply with questions.

Written scope. We send a scope of the advice itself: what we will read, what you get back and in what form. Usually that is a written report in plain words and a call to go through it.

Fixed quote. One price for the agreed scope, approved before anything starts. Fractional leadership runs as an agreed scope each month, quoted first, with no lock-in.

Advice in writing. Every finding comes in writing, in English, 中文 or Bahasa Melayu, so you can share it with a partner, an investor or your team.

Build only if you want it. If the advice ends in a build, we can quote it. If it ends in a subscription or another team, that is a good outcome too.

Questions

What is a fractional CTO?

A fractional CTO is a senior technical lead who works with your business part of the time instead of full time. They make the technical decisions a founder cannot make alone: what to build, how to build it, who to hire and which vendors to trust. It suits a business that needs the judgement but not a full-time salary.

Do I need a CTO before I build an app?

Not always. You need someone on your side who can turn the idea into a written scope, judge the quotes and check the work as it arrives. For many founders that is a fractional CTO or a technical advisor, at least until the product has users and a team of its own.

Should I build custom software or buy a subscription?

Buy when your process is standard and a subscription already fits it. Build when your rules are your own, when the subscriptions force you to change how you work, or when the software is the product you sell. We look at your process first and tell you which side it falls on, even when the answer is to buy.

Can you review a quote from another developer?

Yes. Send the quote and the scope behind it. We tell you plainly what is missing, what looks padded, what is likely to change once the work starts and what to ask before you sign. You get it in writing, and you are under no obligation to work with us afterwards.

Will you just try to sell us a build?

No. If the right answer is a subscription, your current developer or another team, we say so. The scope we write is yours to take anywhere. We only quote a build when you ask for one.

Can you help us hire developers?

Yes. We help write the role, review the work candidates send in and sit in the technical interview, so you know what you are hiring. When your team is in place, we hand over the code, the accounts and the release steps, and stay a message away while they settle in.
